Risk of Change?

Sweeping constitutional change doesn't come without some element of risk. We've had reports of someone throwing rocks through the windows of the Ministry of Information during the night. It's not the first time, but the police aren't talking so we have no idea if it's children playing around or someone trying to make a statement.
