As soon as the broadcasting bill is passed, the TV and radio stations will be reorganized under a public broadcasting corporation board of directors, appointed by parliament. Instead of being a government-run civil service operation, the public broadasting corporation will have new job descriptions and a management structure. The Ministry is planning ahead for the transition and we were asked to submit a reorganization chart. Others are contributing their ideas as well.

Bob has mapped out a plan to combine the assignment desks of TV and radio into a "National Broadcast News Center." It is now being built on "neutral ground" since neither radio nor TV wanted the "other" station to host it. Each station will also contribute an assignment editor to the center and both will share an "atoll desk editor." The problem is finding qualified journalists to hold these key assignment positions. The assignment editors will also have to get up early in the morning to present the TV and radio producers with a full menu of possible stories by 8 am. Although many people get up early for the 5 am call to prayer, coming to work early is just not part of the culture here.
